The Associate Program Manager for Home Weatherization plays a pivotal role in supporting the delivery of energy efficiency services to income-qualified households. This position is responsible for coordinating program operations, facilitating stakeholder engagement, and ensuring that weatherization measures are implemented effectively and in compliance with regulatory standards. 

 

Working under the guidance of the Senior Program Manager, the Associate Program Manager helps manage the full lifecycle of weatherization projects—from initial customer intake and eligibility verification to contractor scheduling, installation oversight, and post-installation quality assurance. This role requires a strong understanding of residential energy efficiency practices, including direct install measures, HVAC upgrades, and building envelope improvements. 

This individual will serve as a liaison between internal teams, trade allies, and community partners to ensure seamless communication and timely execution of program goals. The Associate Program Manager will also contribute to data tracking, reporting, and continuous improvement efforts, helping to identify operational bottlenecks and propose solutions that enhance program impact and customer satisfaction.

What you will be doing:

  • Assist in managing day-to-day operations of the Home Weatherization Program, including subcontractor oversight. 
  • Support the implementation of Phase 1 (Energy Assessment & Direct Install) and Phase 2 (HVAC, Water Heating, and Weatherization) workstreams.  
  • Monitor customer complaints tracker to ensure timely response and resolution from subcontractors. 
  • Ensure a positive customer experience by following up on satisfaction survey results.
  • Monitor project progress and ensure compliance with program caps and review processes for additional funding requests. 
  • Monitor service interruption daily tracker and ensure subcontractors’ timely response to resolve it. 
  • Collaborate with subcontractors, and other stakeholders to promote program awareness and drive participation.  
  • Serve as a point of contact for field teams and contractors, resolving issues and facilitating communication. 
  • Collect and analyze program data, including incentive tracking, measure installation, and customer eligibility metrics. 
  • Prepare reports for internal and external stakeholders, including summaries of program performance and recommendations for improvement.  
  • Participate in technical training sessions and contribute to continuous improvement efforts. 
  • Identify operational inefficiencies and recommend process enhancements to improve turnaround time and service quality. 
  • Support quality assurance protocols and ensure adherence to BPI standards for energy efficiency retrofit. 
  • Represent the program at community events, workshops, or partner meetings to increase visibility and enrollment. 
  • Occasional travel to the Newark ICF office for quarterly meetings and to meet with subcontractors.

What we need you to have (minimum qualifications):

  • Bachelor’s degree in energy management, environmental science, public administration, or related field (one year of experience can be substituted for one year of education).
  • 5+ years of experience in program coordination, preferably in energy efficiency or housing services.
  • Must be able to pass a background check and drug screening.

What we would like you to have (preferred qualifications):

  • Familiarity with weatherization measures, energy audits, and health & safety protocols is a plus. 
  • Program management experience within energy efficiency
  • Strong organizational and communication skills. 
  • Proficiency in Microsoft Office Suite and CRM platforms. 
  • Excellent communication and interpersonal skills. 
  • Ability to work with all levels of internal employees, as well as outside clients and vendors. 
  • Experience working with income-qualified programs or utility-sponsored initiatives. 
  • Knowledge of NJ Shares, Census Tract eligibility, and community outreach strategies preferred. 
  • Proficiency in MS Office Applications (Word, Outlook, Excell, PowerPoint) 
  • Bilingual (English/Spanish) preferred.

Pay Range

There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

 

The pay range for this position based on full-time employment is:

$88,817.00 - $150,989.00
